The district is considered as a working area. The Management of BISWA takes a decision on its part whether to work in a new working area (in a new district) basing on the information it receives from its staff members working in the adjacent district. The management also takes a decision whether to expand its activities into another state under a State Coordinator (SC) and open a state office. Once the management decides to expand to another state, the procedure for identifying the working area has to follow by identifying the district where to work as the working area. Once the decision is taken at the appropriate level, the Administrative Secretary (AS) at the Head Office is entrusted with the work of identifying suitable man/woman for posting as a District Coordinator or the State Coordinator. Such posting should be done after due interview of the prospective candidate. After identification of the district as the working area and posting of the District Coordinator (DC), it is necessary that the District Coordinator should complete the operationalisation of District Office at the District Head Quarter by occupying a suitable house and purchase the required office furniture within 30 days. After opening the office at the district head quarters, the District Coordinator has to make survey of one block where a branch office should be opened, to be headed by an Area Coordinator (AC).
